the landowner failed to repair the roof on the mobile home that we rented for three years, as opposed to he kept a tarp on it.so when the winds blew ,it came un guard, then it would rain before he could secure it again,and it damaged the ceiling ,walls

What you are describing is not vandalism, but unlawful dumping. What he is suppose to do is hire someone to hawl it away and then bill you. If your assurance deposit does not cover the costs he will need to sue you in negligible claims court.
